With reference to your Despatch No. 224 of the

1st. of August, I have the honour to inform you that owing to the absence of Mr. Jaffe and the death of Mr. Sayer reported in Sir F.

H. May's Despatch No. 285 of the 6th. of August, a considerable

amount of extra responsibility, involving a good deal of overtime work, has fallen upon Mr. Duncan the Assistant Engineer in charge of the Harbour of Refuge Works at Hong-kok-tsui.

I find that it has not been found practicable to

carry into effect the arrangement contemplated in paragraph 3 (a) WJZ of my Despatch No. 159 of the 24th. of April, 1912, and ir. Jaffe

has continued to be the Executive Engineer in charge of the Refuge

Works, which not only include the breakwater and the North and

South piers, but also two considerable reclamations and the preparation of the slipway and yard for repairing Government

launches.

Mr. Duncan has, therefore, been working for the whole period during which Mr. Jaffe has been absent on leave with only Mr. Sayer to assist him up to the time of his death, and single-handed from then until the 1st. of October when Mr. Mooney was appointed in Ir. Sayer's place. The undertaking has made most satisfactory progress during the past few months, and I am of opinion that kir. Duncan's excellent work might be recognised by the grant of a special allowance. The Duty Pay of £20 a Lonth which is
